Then this sounds like the problem is not with the holders, since one would assume that the same holders were used for all five coins from the set.
I suspect that there was a quality control problem at the Mint during the time period that the Proofs were being made. Perhaps the planchets were not prepared properly, or the coins became contaminated after they were struck but before they were encapsulated. Perhaps there is some other explanation.
A mint-caused problem could explain why only the Proofs are affected.

I don't know that The Mint gives a hoot.
I've heard (have no idea whether it's true) that some of this has to do with some sort of wash that The Mint uses. Supposedly if The Mint simply rinced the coins (again, I've heard this suggested, have no idea if it's true) that this would not happen. Once The Mint sells them, they're done. They certainly don't spot within the 7 day return period.
I think that PCGS has a standing offer of $50K to anyone who can figure out how to prevent spotting. Is this correct?

I know. Pull and near absolute vacuum on the inside of the slabs before sealing with a visual vacuum indicator built in to assure the seal is still good. Might help with the counterfeiting also. Now where do I collect the 50K?

I called to discuss that with as cust. svc. manager. She said that there is no longer "spot review" only grade guarantee. Spot review has been consolidated into grade guarantee. The fee is $25/coin + return shipping. No turn-around time is specified for this service as each coin is reviewed by the President of PCGS personally.
If you have any questions, I'd call. They are very good with phone customer service.

Say you would rather have the coin restored vs. being compensated the difference between the current and former grade. I don't think that they will do this under re-grade. Under grade guarantee they will remove the spots if possible. All of the gold coins that I've sent in under this service (AGEs and commems.) have come back perfect.
Okay I just checked my slabbed coins in the other room. Most of my position in the 25th coins is in sealed cases, but I do have a few slabbed sets and extras lying around and here is what I can tell you regarding just the proof coins:
4 PCGS flag holder FS PR70 coins -- all look perfect still 2 raw proofs that I sold last week -- spot free IIRC 3 PCGS Mercanti FSPR70 coins -- I just checked and one of them looks like *#%@! already. It was mint just two months ago and has been stored inside an archival quality slab holder. 3 NGC ER PR69 -- all fine
FWIW spotting has always been an issue with ASE's, however if you simply search "milk spot" on eBay you'll find *many* more spotted examples in PCGS holders than other slabs or raw. That doesn't mean anything necessarily and I'm not implying anything with that statement, however anyone reading this could simply follow eBay auctions for a few months and corroborate that statement for themselves. I don't blame any grader for this problem, though it seems to affect one more than the other, but I blame this solely on the US mint. If other world mints can make .999 that doesn't spot WHY CAN'T THE US MINT DO THE SAME? Surely PCGS could use it's influence to somehow lobby the mint to change how they produce blanks, right? I realize it's not any graders fault (or even their problem for that matter), BUT in this case it seems like the hobby itself would benefit if pcgs and ats teamed up to pressure the mint in whatever way that they could. (Yes I realize a solution to the issue is a pipe dream, but it's nice to dream isn't it?)
Disappointing to hear about spotting. Also quite disappointed with PCGS over their new $25 fee. My coins look OK, though a few of my nmms have what looks like a circular break in the finish that looks like it was probably part of the strike and not something that happened later.

One would think that with all of the new Mint depts./Mint reorganization described in the current issue of CW that The Mint would make an effort to address this spotting issue with the major TPGs.
They are COLLECTOR coins. LOTS of collectors have these collector coins encapsulated by TPGs. There are even reports of coins spotting in the OGP. It's just amazing that The Mint has not done this.
Further, I think that The Mint could gain more insight into what collectors want by simply following these PCGS forums than by all the surveys and advisory boards combined many times over.
Some of this stuff seems so simple, so obvious, yet it never happens.

When the mint moves to fairly distribute these types of sets, I will worry about their planchet washing. For now, I will concentrate on offerings other than the U.S. mint.

I have never seen a problem with PCGS plastic and platinum eagles. ASE have a very high toning/spotting rate in PCGS plastic in my personal experience.

Believe me....ATS slab coins spot as well....I have sent in five 70's under grade guarantee and all have been replaced or purchased. There is no extra charge other than shipping...they do NOT replace 69's as the spots seem to fall under into "properly graded.
I feel very secure with 70's from either company as I know they will be taken care of if needed.

Did it with the 2006s and will do it on these.
I quit collecting ASEs when my '06 Reverse got those horrible spots. Sold every one of them and haven't looked back.
Keep 'em dry as possible...high humidity will do 'em in.
Storage in dry conditions, mostly in ziplock baggie

The proof in my single 20th anniv. ASE set still in the OGP is perfect. The RP has toned a little on the rim, but no spots.
Of the proof and RP in my two raw 25 anniv. ASE sets there are no spots, they all look perfect.
I have 5 graded 25th Anniv. sets from ATS. All are perfect.
All of my '08 w/rev. of '07 burnished coins, from PCGS and ATS are spot and tone free.
My one 1995 W, also from ATS, has no spots or toning.
Might be selling my two sealed boxes (one with two sets and one with three) sooner rather than later as I had planned.

Gawd, I'm glad I'm not a collector of modern supergrade stuff that's prone to spots.
My old stuff usually has a pretty thick "skin" and is more stable.

Or, like me, to generally avoid the graded ASE sets and singles and largely 'collect' ASE rolls where I am focused singularly on the silver value.
I appreciate the role the Mint plays in my enjoyment of this recent HOT issue and I am so thankful I only kept a few of the 2006 and 2011 Anniv. sets!
I have yet to see any spotting in my reverse 07/08's; although, they are either raw or NGC.
Thanks to all of you that have shared your experiences with spotting! I am learning.......

The $25 is the new fee required to submit a coin for grade guarantee. There is there is no more spot review per se, it's all under grade guarantee and has a new $25 fee (+ return shipping).

They are COLLECTOR coins. LOTS of collectors have these collector coins encapsulated by TPGs. There are even reports of coins spotting in the OGP. It's just amazing that The Mint has not done this.
Further, I think that The Mint could gain more insight into what collectors want by simply following these PCGS forums than by all the surveys and advisory boards combined many times over.
Some of this stuff seems so simple, so obvious, yet it never happens.

For now, I will concentrate on offerings other than the U.S. mint.

I have never seen a problem with PCGS plastic and platinum eagles. ASE have a very high toning/spotting rate in PCGS plastic in my personal experience.

Yeah I thought NGC was the worst grading company know to mankind around here, well at least their holders are good for keeping coins inert.

Believe me....ATS slab coins spot as well....I have sent in five 70's under grade guarantee and all have been replaced or purchased. There is no extra charge other than shipping...they do NOT replace 69's as the spots seem to fall under into "properly graded.
I feel very secure with 70's from either company as I know they will be taken care of if needed.
