No idea what inscription you're reading; it refers to Pope Julius II (IVLIVS LIGVR PAPA SECVNDVS = Julius II, Ligurian, Pope).
To copy from the response I posted on your darkside thread:
"A papal medal for Pope Julius II commemorating the construction of the new St. Peter's Basilica based on the original design by Bramante. When this design was originally struck in 1509, the construction work had been ongoing for three years. The original medal was by Gian Cristoforo Romano, though yours appears to be a restrike from copy dies created at a later date (second half of the 18th century). This design was then restruck for many years for sale to collectors and tourists."
