There are some parts of the greater Bay Area that have neighborhoods [and associated yards, streets, curbs, parks, etc.] that date back to the 1850's and 1860's [some even earlier back to pre gold rush days]. I suspect that there may be a number of older mid 19th century coins located in and around and under the surface of these older neighborhoods just waiting to be discovered and retrieved. However it would not surprise me to find that local governments and maybe even the state have enacted rules which prohibit John Q Public from metal detecting and/or keeping any goodies that are found.

I remember hearing a number of years ago that after a huge winter storm in Monterey removed tons of sand from the local beaches a metal detectorist went out hunting along the waterfront and ended up finding a mid 18th century double eagle.

I think it would be generous to assume $50 per coin. If he found some clever way to market them as a long lost hoard, then maybe $100 each.
At best you're probably looking at an $8000-$15000 hoard. Nothing to sneeze at, but he's certainly not going to be retiring on it.
What is the best bang for the buck regarding detectors? I'm guessing 3-5 hundred for a decent one.

The finder did his homework very well. Be in the right place at the right time helps alot........Eureka! There's probably more to be found at that site.
Those coins were stolen long ago and the robber lost them in the stream while making getaway on his horse?

More likely intentionally buried. The stream is an added security measure. If you bury them on land somewhere, it's easily detectable for months. Bury them in a stream and you'd never be able to tell the next day.

It makes one wonder if -
- the coins were originally cached under a rock ledge in the creek
- or they were cached under a rock ledge along the creek and the course of the creek changed course since what ~170+ years ago
