  It does that occasionally in the past for me, I wait a few minutes try again and it usually works. Are you going through Ebay or directly from PAYPAL? I am talking about Ebay.

  I was going with the shipping link via PayPal and it hasn't worked for me for over 24 hrs now.
  
  I took it to the Post Office and it cost me $2.51 for the same package that cost me $1.75 via PayPal

  You can also just print the label from the auction and it is still PayPal rate.
  Only draw back is the tracking info does not go to PayPal for direct linking you have to cut and paste it there.

  I printed out a shipping label earlier this morning from the eBay auction & it does transfer the DC to PayPal. No need to cut & paste. If it's a priority package and PayPal shipping is having an issues , you can always use the USPS site for your label & then transfer the DC and or SC to eBay & PayPal.
