The Variety 2 Standing Liberty quarter is ILLEGAL. Discuss!
The design of the Standing Liberty quarter was changed
slightly (but noticeably) partway through its second year
of production, 1917. The coin’s authorizing legislation
specified, “No change shall be made in the emblems
and devices used,” allowing only that “modifications shall
consist of the changing of the position of the eagle, the
rearrangement of the stars and lettering and a slight
concavity given to the surface.” The Mint’s modifications
in 1917 went above and beyond those authorized changes,
however—most obviously by covering Miss Liberty’s exposed
right breast with chainmail armor. Since this change to an

Have you every tried to actually get into the atlanta FR? if you don't know someone and have an appointment you are getting nowhere. even if you do it's a huge chore. when you need to run documents over there it's always easier for everyone to meet outside just because of the nonsense involved. Firstly, my Great Uncle (1877-1965) was not offended by the expose appendage, there were many artistic statues partially disrobed and on display in public places at that time, and this quarter design was only an extension of this type of art.

The Variety 1 design was an unintentional wardrobe malfunction with the Variety 2 being on a several second (months?) delay. (Liberty had just been on Dancing With The Stars.)
So the Type 2 is legal, but you might get fined by the FCC for showing the Type 1.
