Tom, I have no idea, a better question for Mike D. All I know is in roll searching 2010 shields, I have found numerous examples of some of the worst planchet bubbles that I have seen.
Here is a cool one with a long straight Planchet Bubble, Boy do I wish this was a Die Gouge
I thought the mint fixed that problem back in 1982.

Having been involved with metal plating for many years, I can tell you that there could be multiple causes of that phenomenon. It would take some lab analysis to determine the root cause. Cheers, RickO

i was a plater for a number of years as well. i agree with rick on that one as it being a number of reasons for the cause. still an interesting coin for the most part
