With a good, sharp shim punch, you can make very clean cuts. As far as his remark about leaving marks, you can see the pushed out marks on the one side. Shame that someone will probably get ripped off.
I have no idea how that was made. I know its PMD but that's all I know. How did someone get the reverse faces onto the front? Rim punches make nice circles but they would not transfer the reverse to the obverse, would they?

Punch it out, flip the plug over and press it back in. You can see how the metal looks melded next to E PLURIBUS UNUM. I'd bet thats whats holding it in place. Looks like someone got bored at their machinists bench one day. My Dad a couple of those Morgan dollar snuff boxes when he was bored once.
