  Looks like a retained cud - happens when a die crack extends from the rim back to the rim and is just about ready to break out and form a cud, but barely hangs on and keeps striking coins.

  another expert says this:
  
  "It's not a retained cud as there is no vertical displacement or horizontal offset. I suppose it could be an arcing, rim-to-rim die crack, but it'd be a rather peculiar one."

  I've seen this effect before, also on the
  rim - I believe it's a small sliver of copper
  that either remained from the upsetting
  process, (on the planchet) or a detached
  sliver of copper that found its way into the
  coining chamber.
  
  It's not a die error of any type, imo -
  
  I'm sure Mike D. can give a more nuanced

  Looks like a small piece of metal shaving fell on the planchet... prior to being struck.
