I am impatient! Outrageous seller shipping delays

Recently I won two items on ebay where the sellers stated they usually ship within 7-days and 10-12 days of cleared payment.
I did not notice this when I was bidding, as I just assumed most/all sellers ship within a couple days of cleared payment, as long as it can fit within their schedule. And I usually make a cleared payment within an hour of an auction ending.
I received the first item (ships within 7 days) 10 days after my payment cleared, and I paid $6 to have it shipped quickly!
I relucantly gave the guy positive feedback, but killed him on the shipping rating stuff.
I'm still waiting on my item from the 10-12 day shipping seller (although I guess it's only been 7 days)!
This time around I am not feeling as generous to give the guy/gal positive feedback, because it appears he/she is being extremely lazy.
So, when the item arrives, should I neg the seller because he/she waited 10-12 days to ship my item, even though he/she stated it
would take up to 2 weeks to ship? That just seems outrageous to me!
Opinions, comments?

New collectors, please educate yourself before spending money on coins; there are people who believe that using numismatic knowledge to rip the naïve is what this hobby is all about.
<< <i>I know I wouldn't be too thrilled if I had to wait two weeks for delivery, BUT... as long as the seller states the shipping window, I can't justify a neg if he ships within that period of time. He lived up to his terms, I can't neg for that. >>
Understandable, but is it reasonable?
As a seller you could then justly state "ships within 1 month of cleared payment", or "one year"!
Foregoing any unforseen circumstances (handicap, injury, death, etc), eBay ought to initiate a standard for seller shipping periods.
This is independent of the shipping speed of the postal service.

Send the seller an email and demand to know why he can't do things the way you think they should be done.

I am a single dad with a full time job on top of ebay. I have had the flu since Thanksgiving. I hope when a package went out a day late the buyer didn't assume I was "incredibly lazy."
Some sellers live rural on go to the post office and bank once a week.

No Neg or Neutral coming his way as long as the seller meets his shipping deadline!
This is just one of the stories from the naked city.
No neg since the seller has given the buyer specific windows of delivery.

I wouldn't neg the guy unless you do not receive the item within the time frame that the ebay seller stated.
<< <i>Is it the seller's fault that you did not read the terms of sale? >>
That said, I also agree that those kinds of shipping delays are way too long. I wish sellers who can't or won't get stuff shipped quickly for their customers would just get the hell off of eBay.

Maybe the seller only goes into town once a week.

<< <i>It's annoying when they take their sweet time to ship. How hard is it to get to the post office? It's not... they're just lazy. Very annoying, but not much you can do. >>
In most areas, it isn't even necessary to go to the post office. There's carrier pickup, and blue drop boxes all over the place. Unless it's a large or high value package, shipping is easy peasy.

Being one of those out in the sticks sellers I will agree. Blue box is a mile and a half away. And any time I have a Priority box that won't fit in the slot the Postman or lady come to the house and pick it up carrier pick up done online is easy to do.
BTW I live ten miles from the post office in town and I make it in there about once a week or so. Oh and if by chance I sell something that needs registered mail I will make the trip for that kind of cash.
