Old Silver Mint Sets were Limit 1 per Person

I was just on the ebay site looking through old silver US Mint sets.

Saw this auction.

Was it true the limit of the old silver US Mint sets was 1 per person?
If so, is that why the mintages were low?
If so, were there people who ordered more than one, such as coin dealers?

Is there anyone on the board with personal experience to the old silver US Mint sets?


Edited to add: I just noticed the window to order was from Jan 1 to Mar 31. Not a very big window to buy something.

    yes there were limits at one time, my dad would order one for ea. member of the family.
    he would even have them go to brothers and sisters address's so maximize his order's.
