Is this true about Paypal?
I purchased a few coins on ebay and I received this message from the seller.
hello, USPS shows that your item has been delivered, i was wondering if everything got there in good shape and if so could you possibly leave me positive feedback, and ill be sure to do the same for you right.
sorry to bug you but paypal is being a total Wang about holding my funds until i receive positive feedback because i started selling in a new category.
I checked out the sellers feedback and he's been selling coins since early Sept. and all positive. Does Paypal withhold funds when you change categories and demand a positive feedback to release funds? I've never heard of this, I switch categories all the time and Paypal has never held my funds, what say you.

Common sense dictates that a buyer leaves feedback after receiving and examining the item and intends to keep it and it is a DONE DEAL. Seller should then reciprocate in kind. There is little sense in leaving feedback for a buyer if they pay within 20 minutes by PP. Sad thing is that even a DONE DEAL can be UNDONE with a SNAD.

What this policy of holding funds does is protect paypal. But more important it makes it safer for a buyer to shop with a new seller knowing that the funds are frozen until delivery. This also reduces the number of scams as scammers (usually newer accounts) soon find out they don't get the money until they deliver. I'm waiting on a dispute to time out on a coin that never shipped so I can get 1300.00 back. Money is just sitting in seller's paypal account and he refuses to refund it. Guess he's mad because he didn't get to take the money and run.
This policy is a good thing for buyers because it requires newer sellers to be on the up and up and to provide good service.

I try to always leave positivie feedback after receiving payment because it puts the buyer at ease knowing his payment has been acknowledged. However, I always check buyer's "feedback left for others" first. If he has a record of being difficult to please then I usually wait for him to tell me with his feedback that he was satisfied with my product and service. Seller can only leave positive feedback but is free to neg the buyer with the wording in the feedback. This makes it important for potential buyers to always read a seller's feedback.

Someone track down his handle please. He'll go on my block list faster than I throw the TP in the toilet. We have enough problems with ebay and paypal without having to deal with pschyo buyers.

It's primarily for new sellers.
A lot of people on here were selling pre-PayPal so we weren't affected. That's why it's not common to hear about it from people on here.
It's also wise not to go against their procedures and hold shipments until PayPal releases the money. They will close the account. I've had a seller who got hit with that in the years past. It was a good seller selling used CDs for like $5 a pop. He held the shipment, I felt sympathy, left positive when it finally arrived, but he still got his account closed. Closed Over $5 Used CDs ! Unbelievable! But he was going against the policy.....
Since the seller asked nicely I'd try to accomadate him cause we all like to get our $$$ into our sweaty little hands as soon as possible but generally I leave feedback when I get around to it; may take hours or it may take weeks.

It's because of "buyers" like this that as a seller, I won't leave fb until it's received, period. The act of simply paying for something doesn't earn feedback; it's only after the buyer receives the item, is satisfied and indicates same by leaving feedback. When we're running a lot of listings we just pick one day a week to catch up on fb received. You want some, leave some. Simple as that.
P.S. I too would like to know this person's ebay ID for immediate addition to the BBL.

And yes I am in the camp of the buyer held up his end of the deal when they paid in a timely manner. And I try to leave feedback as soon as I mail the item and the tracking is in place.
And yes the hold is part of the newer buyer protection plan eBay has put in place. And the seller could now have his money if he would of added Delivery Confirmation to the item when he mailed it.
Edited to add that I do not not agree that Negive Feedback is deserved for this at any time. Save that for the crooks not those you have a different of opionin with.

Paypal can hold a seller's payment up to 30 days (or until the buyer posts feedback). This was a problem I encountered when I sold on Ebay.
Edit to add: we've been doing it long enough across the categories we sell in that the Paypal holding-the-funds blackmail doesn't apply.

I guess you are not privy to any eBay rebate based on a DSR score? Your rebate depends on your DSR score, which is solely dependent on FB. A 20% kickback every month on fees is nothing to scoff about, as such, you should care if someone leaves FB.

I'm very aware of that and we get the discount on fees. I'm just tired of all the chicken-egg stuff on feedback. More people still leave it than don't and we're confident enough in our quality and service that those who do bother to leave stars (not all do by the way) will give us good marks. In short, I don't sweat fb anymore.

Not so...I've left many a comments as: "unimpressed by lack of communication or payment. blocked." As long as the comment does not contain abusive verbiage ebay will not remove a FB left for the d.b. buyer.

I had a buyer last year who paid promptly. And then, a couple of weeks later, filed a "not received" claim with PayPal. The buyer ignored all my attempts at contact and refused to cooperate in filing an insurance claim for the loss.
I submit that "paying in a timely manner" is not all that is to be expected of a buyer.
