US Coin Submission to PCGS Question

Say I have 1 RAW coin and 1 coin slabbed by ANACS. I would like to send them both in for grading by PCGS and I am not concerned about the grade PCGS would give.
To save money on shipping, I think I should crack out the ANACS one and send them both in as RAW on the same order form. It isn't like the grader at PCGS sees the grade and any attribution from the previous grading company.....so, are there any legit reasons for me to spend a lot of extra money on shipping? I will then need to inform ANACS of the crack out by sending them their paper insert I guess ...so that they keep their population report accurate.

But you are not allowed to send those two types of orders together on the same form/shipment from what I understand. Am I wrong?
