Positive changes for Sellers coming to eBay
Starting in November, when you specify 1-day handling time, upload tracking information by the end of the next business day after the buyer’s payment clears, and we know your package arrived within 4 business days from when the buyer pays (or arrived by your estimated delivery if that was earlier), eBay will automatically rate the transaction with 5 stars for shipping time.

Who exactly does e-bay think the buyer is rating?? The seller or the 3rd party shipper??
This is certainly better than the current, but still has holes.
Seems like the solution is if the item is scanned in by the post office with 1 day, that should suffice, as that is all the seller can control.

Sorry but even that won't work all the time. I have had items go all the way across country and only be scanned at the delivery point. I'll admit that most show arrival at my local post office but not all.
Will admit that they seem to be getting better at rating shipping but still need to realize that most ratings are for the shipper not the seller.

It doesn't have to be scanned in at the shipping point to qualify. The tracking information just needs to be uploaded to eBay by the end of the following business day. If one uses PayPal shipping, this is done automatically.

Thanks for that info I do use PayPal shipping so it will help me. Normally print shipping labels withen hours of payment. Most of the time just print the label from the link in the email telling payment has arrived.

And if paypal shipping is not used tracking info can be entered manually at both paypal and ebay pages. Having tracking info at both sites helps expedite confirmation by ebay and paypal that item was delivered. This is helpful in both claims and having funds released if you are a low number feedback seller.

and that's the way I read it, too.
and the way I can think of defeating it is to simply upload a real looking but still fake tracking number right away. How will the system know? Did they program it to check the ship date on the shipper's web site?

I only use USPS so I can only address that part of it: Ebay/Paypal views the tracking number at the usps.com website and sees that is has been delivered and WHERE it was delivered to. Remember paypal requires item to be shipped to a specific address, not a specific person.

What will this mean for sellers? Will we, at some time in the near future, be able to post on the feepay power screwer boards and all of the volume sellers whose lifeblood is selling on feepay be able to agree on feepay policies, procedures, & fee structures because they'll be, for the first time in years, understandable to the masses?
