edited to add: I see you don't own it (yet). $25 is a good price. VF15 or 20 is only a couple of bucks. If raw is what you need, jump on it. If slabbed is important you might buy one already holdered and come out ahead financially.
I'd say VF-20 overall. The very clear separation of cheekbone and jawbone are generally indicative of a VF grade. Some might downgrade it to F-15 because the wheat stalks may not be 100% complete, but even so, it has enough eye appeal to fetch VF money.
I don't think there's ever been a time this would have graded VG.
I realize I'm way in the minority here, and this might be an issue with the photograph being too bright, but I don't like the look of that coin at all. It looks to me like it suffers from an old cleaning - there is too much dirt pooled around the devices, especially around ONE CENT, the bust and in the folds of the jacket. It also looks unnaturally glossy to me given the amount of wear. I'd grade it F-15 details but I would not want it as part of any circulated set I was working on.

Ding ding ding, we have a winner. Look at the cheeckbone seperation, look at the wheats. You sir have posted a perfect VF-20 example.
in the wheat grains keeps it out of a higher grade.
VG-10 seems a bit harsh.
