Unprofessional Paypal email

We started a new eBay account and so Paypal is holding funds coming in for that account up to 21 days (even though they are coming to a Paypal account we've had for ten or so years...any chance to earn on the float, I suppose).
ANYWAY, here is the email they send out. At first I thought it was a spoof considering the way it is formatted. I receive the emails EXACTLY as they show below. Note the messed up email link as well as the missing state from the address. I contacted my rep at Paypal and she at least responded quickly saying that she'd forward it along to the appropriate department. Is anyone else getting emails formatted this way from Paypal? It looks awful...like something some scammer from Russia would send.

I have $1600 pending and the person has yet to leave positive feedback, so I have to wait the 21 days
<< <i>I dunno.....a little abrupt, but sounds ok to me.
It's not the wording that I take issue with, but rather the This Is The First Time I've Ever Sent An Email way it's formatted. Missing punctuation, odd paragraphing, messed up email link.
Meh....I'm just whining. This is the first day we've seen the sun in a LONG time and so I'm annoyed that I'm stuck inside today.

Looks like it was generated by the computer--perhaps a programming deficiency rather than a D- in writing????
Most buyers don't realize that this "hold" on funds for sellers with less than 100 feedback makes these same sellers the safest people to buy from on ebay. Your purchase money is held by ebay until delivery of item.

<< <i>eBay wants to protect you by ensuring the buyer is legitimate. They must have some poop on him or her if they hold the money for three weeks from someone who is "legit". This looks like a case of " VENDOR protection" from the way the letter reads. It's an inconvenience, but there could be a silver lining. >>
It isn't vendor protection, it's the standard 21 day hold for new accounts.

Which coins in particular are you referring to? I just checked out his website for the first time and liked what I saw.

8 years on ebay, perfect feedback, over 2000 transactions.
Still have to wait for the feedback thing.
