No eBay buyer has ever said this to me before
An eBayer with relatively low feedback bought one of my "Buy It Now" slabbed coins the other day. Today I received an email from him stating that he wants to cancel the sale, otherwise he will file a "Significantly Not As Described" complaint with Paypal.
The guy hasn't even paid for the coin yet, much less received it. I'd much rather cancel the sale than get entangled with someone with this mindset; however, I've never encountered anything like this before.

It would help if you'd link the auction. Your coin was slabbed by whom? PCGS, NGC etc or maybe DGS? . I agree, you can start the NPB procedure after 4 days and after 7 days close the NPB. If the buyer has not responded during that time frame, he will not be able to leave fb for that auction.
<< <i>Contact Ebay...He can not threaten you as he did. It's against Ebay rules >>
Dont bet on it , i recently was held to ransom over feedback , the guy actually wrote unless he got 33% back i would get a neg , i told him to return the item , he said no so it was stalemate , a 200 buck item , ebay did nothing about it , i got negged after reporting him and they wouldnt remove the neg either even having permission to read all the messages in my inbox.

<< <i>He's hoping to prevent you from filing non-payer with ebay. I would start the Non paying buyer complaint as soon as you can since he's already told you he's not going to pay. Mention that in your claim as well as the fact the buyer has threatened to file a SNAD even before receiving the coin. If the claim convinces him to pay send the coin and include a hand written note that if he cares to file the SNAD you will forward his advance-threatening message to ebay. You might also add that had he asked to cancel the sale without the threat you would have done it with no questions asked. Tell him he should learn too sprinkle sugar, not salt.

I have been going about this all wrong
go through the bs with him, send him a cancellation form so you get your FVF back.. relist it.. add him to your blocked bidders. expect negative feedback for no reason, and just accept it cuz there aint much ya can do about it.
people suck, ebay sucks.. smile
<< <i>can you file a claim with PAYPAL for a refund for an item you never paid for??
I have been going about this all wrong
No, but in this case the seller can file a claim for payment not received. No mention in this thread for a refund claim.

Ditto that.

While I am trying to consider the other side, don't think that I'm not thinking this is really buyers remorse.
However, did you ask why the person thinks it is "SNAD" ?? (Perhaps someone told him it looked fake ??)
