The grade appears to be a strong MS-65. However, on a good day
could make a 66 grade.

and IS inconsistently graded by PCGS , it would seem more then any other date indeed
Early on, say from 86-88, it seems to me that PCGS was loath to grade 54-S's (and to a lesser extent 53-S's) higher than 64 if they were not very well struck. To this day one can find nice 54-S's in rattlers that have 65/66 surfaces but were held back by strike issues.
As time went on, more weight was given to surface preservation than strike.
I think the cheezhed coin is a 66. (edit to add: and very well struck)

Would most of the upper bell lines be full if the lower bell lines are fully struck? Is this the difference b/t NGC's and PCGS's standards? just curious.

Nahhh, they're all across the board on all Franklins except for FBL on some of the tougher dates.
