I thought that the 15th was the day we could change our avatars? Doesn't show up in my profile. Has the date changed?

you can change your avatar any day. The 15th is the one day per month on which you can upload an avatar.

You can change just not upload new ones.
There are thousands of them available.
Today is the only day normally that new ones can be uploaded.
