Is this 1930 SLQ a FH?

Okay, so the photo isn't the greatest [not mine], but I wanted to ask away anyhow....Full head or not? 
And if it isn't, what properties is it missing that would make it a fh?

Truth is, I have worse than that holdered FH. OTOH, the 30-P is an easy date to find in FH
