One example I can recall was at a Long Beach show when I purchased a Morgan Dollar graded MS64 by Accugrade. That same coin in its same unaltered condition subsequently graded MS67 at NGC.

i think he (acg) was caught or accused of doing exactly that (under grading) in an effort to acquire the better graded coins from a submitter as partial payment for the submission.
64 crackout went to a 67!
