Dipping is considered to be a form of conservation, if performed correctly, and in this case PCGS would slab/grade those coins.
If not done correctly, all sorts of less than pleasant things will transpire.
Neutralizing the acid is actually quite simple. Ask around.
There are several here that do know how to do so in the correct manner.
Overly dipped coins eventually develop a lackluster/ washed out look.
