Is this full steps?

One series of coin I know nothing about and never paid attention to till today is Jefferson Nickels. Bought a real nice album that is over 50 years old. Is this 1950-D UNC? And what is the criteria for "Full Steps"?

    Lots of chatter on the cheek ( also try some acetone on the y in liberty , looks like active pvc )

    four steps is about all I see , not enough for FS ............

    Looks unc to me, but most of the 50-Ds are.

    This one does not have full steps; the bottom two are almost obliterated.

    Also appears to have a weird glob of something (PVC?) above his ear.
    MS66 taste on an MS63 budget.

    wear starts on eybrow and porch of monticello

    under the third pillar to the right there are only 4, need 5 for PCGS

    Below is the same coin after 3 days in acetone. I think its probably an MS-64. I also think it is full steps which wasnt apparant from the flat angle but should be from the one I have included.

    its not full step with that many hits. the coin is maybe 63 or 64. JMO

    I guess I dont understand the clinical definition of full steps. Isnt it just full lines of seperation between each column?
