I agree I just loked through a copy of the PCGS Rare Coin Market Report. The 70 grade is only in the Proofs and the Satin Finish coins. No circulation coins now hold the 70 as a top grade at PCGS don't know about across the street.

The only coins with a MS 70 grade prior to 1964 are...SGS graded coins...
There was a 2003 cent but it was bought back because of spotting.
