who would give the highest grade, pcgs or ngc? Also, would you even consider sending it to NCS? Details seem almost AU but it is gunmetal silver without luster. Thoughts?

The coin is super nice, but not close to AU, so forget about the "luster" issue.
You will have buyers lined up to buy a coin like that....one of the nicest 6/5s I've ever seen.
Higher VF, maybe 25 for a first approximation? NGC might give you a better nubmer but PCGS plastic still might win.
