From the photo's it doesn't look like the coin has anything wrong with it. BUT, if you feel it's been cleaned then I will take you word for it since you have the coin.
I agree with those who say there is an alloy mixture problem. This would explain uneven toning. I also believe the individual planchet was not rolled out smoothly explaining the obverse parallel lines in the indian's braid.
The flat appearance and lackluster look is not that uncommon for the 1931-S.

Not whizzed. Many denominations of U. S. coins were like that in the early part of the 20th Century.
Reverse is awesome. Obverse okay.
