I'm guessing AT, because: 1) the blue-green is a little funky with the rest of the toning. it's almost as if somone tried to dip off the AT and left it in a weird state 2) I suspect you wouldn't have asked if it were NT
I vote NT - Not the most attractive I've ever seen, but generally a fairly normal looking mottled appearance. To my way of thinking, the AT folks would try & try again until they ended up with something that was as aesthetically pleasing as possible.
I'll say NT, but I agree with those that have said it's not very attractive. If it were AT, the Dr. would have bathed it and tried again to give it an aesthetically pleasing color, as some have mentioned. But then again, I'm not into toners (unless it's spectacularly toned, like most of Dizzy's commems). There WAS a time I did like toners, but a very nice common date MS65 Morgan I had (in a top tier slab), with gorgeous burnt orange and blue, turned ugly within just a few (maybe 5) years. It was stored properly, silicone packet to ward off the evil spirits, but it still started its transformation from gorgeous to what all toned silver will eventually become...dark and unattractive.
It is in NGC plastic and listed as MS64 PL. The photo does not do the coin any justice. In fact it does not even look like the same coin in hand. The Blue toning in the center of the coin is quite pleasing and the rest of the coin glistends quite well. I think because of the PL the photo did not convey the true look of the coin. So that may have been throwing alot of people off. After I read the few first comments on how ugly the coin was I had to laugh. Because in the photo it is. I am sure that is somewhat related to photographic prowess.
This coin is AT all the way. The biggest giveaway in the way the toning is the exact same color inside the letters of Liberty as it is in the design above the letters. NT never climbs and always has a source to the toning. The blue in the middle is also not one of the normal colors you would see on a NT piece.
By the poll it would seem that I could easily sell this coin as NT, but in the end the truly acute would see it. Just wanted to make the point about plastic and AT are not always mutually exclusive.
