  Let's see how this plays out below.
  
  Start @ $0.99 with a $100 Reserve = $0.15 + $2.00 = $2.15
  Start @ $100 with no reserve = $2.00
  
  So, there is not much difference in the fees, but there is a difference.
  Starting at $0.99 could generate excitement and up the bidding. Or not.

  Though I can not seem to find a link that says so, I believe that the fee for a reserve is refunded if the auction meets the reserve.

  Reserve Price Auction-style Listings: There is no Final Value Fee charged if the reserve is not met.
  
  Found it. It's for the Final Value fee, not the insertion fee.
