Shipping & Returns: We will ship in U.S. Returns will only be accepted if the item is not as represented. Item must be returned with in 7 days of receipt. We will accept Paypal, personal checks, USPS money orders only. Personal checks will be held for 10 days. Merchandise will ship with in 24 hours of cleared payment. Shipper does not offer insurance, nor does shipper accept any responsibility for damages while in transit. Insurance can be purchased at additional fee of $1.05 per $50 dollar value Please request total before making payment
I do accept Paypal, however due to paypal fees if you are the winning bidder and wish to use the paypal option. Please ask for total before paying for there will be the 2.9% fee charge added to your total for the use of paypal

Exactly!
Since he's new, it's very possible he doesn't know he can't ask extra for PayPal. Writing to him with a heads-up might be all he needs.

What business is it of yours when people report legitimate violations. It's no skin off of your ass.
