I do accept Paypal, however due to paypal fees if you are the winning bidder and wish to use the paypal option. Please ask for total before paying for there will be the 2.9% fee charge added to your total for the use of paypal

    why should we block him from bidding on auctions?

    If you do not like his terms, then don't bid on his auctions
    but why would you not want him to be able to buy from anyone here?

    Exactly!

    Since he's new, it's very possible he doesn't know he can't ask extra for PayPal. Writing to him with a heads-up might be all he needs.
    Have bought and sold on BST, many references available when asked.
