    The bottom is a die trial or splasher in aluminum or lead.

    The top looks like it was struck on a brass planchet... also a set up strike image

    It looks like these were not struck from the same dies that struck the regular coins. For starters, these appear to have greater relief.

    I remember being offered a similar(or the same) aluminum piece about 8 years ago. It was supposedly "discovered" in a November Michigan State Coin show auction where it was purchased for several hundred dollars only to be offered at several thousand dollars. It was viewed by several knowledgeable commemorative collectors/dealers who had never seen such an item before. The aluminum piece did not have the same die characteristics compared to the actual struck coin.
