Is a 1999 ngc ms-69 really rarer than a 1995-W @$3500.00

Is this guy for real? Have I missed something?

I guess technically it is rarer, it's just nobody cares.

1999 NGC MS69 FIRST STRIKE- LAST OF NGC FIRST STRIKES
KEY DATE-531 POP- "NONE GRADED HIGHER" ,4th LOWEST POP..

Its Greek to me...what's the significance? first stikes, second strikes, pop one, pop two...what are we playing baseball? football? or collecting coins...count me as one who doesn't give a pop.
