2008 Plat proof grading question

I sent my first 2008 .25 oz plat proof back due to an easily visible white spot on Liberty's neck on the obverse.
The replacement arrived today. Overall, much better. There are no faults to the naked eye whatsoever. However under the eagle's right talon there is a tiny dark appearing speck visible with a 4x loupe. When viewed at an angel it is clear that this is a very tiny area where the frost finish is missing. Would such a small defect, visible only at 4x in itself make the coin a 69?
