Now that Feedback is so one-sided it's not worth your time to make a big deal out of it. I'd just start the process to recover your fees and move on. Here is a perfect example of why eBay feedback is so stupid to not allow sellers to leave negative feedback for buyers.....especially deadbeats like this guy.
File the NPB, block him, and move on. It's about all you can do...

I don't think it has anything to do with the new policy. I got that occasionally with the old policy. If he is communicating with you, do the mutual withdrawl. If not, then do an NPB 30 days from now. No big deal. Your returns are much less than Nordstroms. --jerry

I just had the same thing happen, a buy it now ngc 70, I priced it high cause I'm probably gonna hold but this guy buys it, then says oops I accidently got distracted and hit the commit button. He did offer to pay the listing fee but I have since blocked him. I see this as becoming more and more common with the new feedback rules. All we can do is block and out them here so others don't have to deal with it. My buyer was t_koo5bn8

I don't sell much on ebay but the new feedback has totally turned me off as a seller. If I need to sell on ebay I probably just consign because it is not worth the potential hassle. SUMORADA, I don't think you can do anything other than file an NBP and block. You might as well start the fee recovery process too.
In order to recover your fees, you either need to file an NPB or the deadbeat has to be willing to reimburse you for them. I'd give the deadbeat those two choices -- either pay my fees or eat an NPB strike.

Thre is no need for reimbursement. If you file a mutul agreement then nobody gets a strike. --Jerry
I would rather have a bidder contact me right away like this with a straight up "sorry, can't pay" then one who strings me along and jacks me around. And, Jerry is right, this has nothing to do with the new policy. I've had plenty of these over the years.

Sounds like he was being honest and upfront. Put the ball in his court and if he does the right thing it can still be a win-win both in terms of feedback AND future business.
If you can offer it as a second chance and it gets accepted and he covers any difference in price &/or fees (and what you think fairly compensates you for the extra time/effort) how are you REALLY hurt?
If you have to relist it and he covers any additional expense and any difference in realized price &/or fees (and what you think fairly compensates you for the extra time/effort) how are you REALLY hurt?
If you had a return policy anyway (& if you didn't YOU are the lowlife) and he went thru the motions of buying it and then returning it would that make you happier?
p.s. for a mere accepted offer, you are not out anything if you relist it except the time to get the final value fee back and the relist fee. Sounds like you're out a few bucks at most. A mere PITTANCE to lever against the opportunity to offer EXCELLENT customer service and really impress the buyer.
I wonder if Ebay had taken into to consideration the reaction of sellers having to increase the number of bidders they will block. Somehow I don't think this is a result they may have anticipated.

As far as I know when you choose to mutually withdraw from the deal there is no strike or record of the issue when you do a NPB. All he has to do is agree when the form comes up and you get your fees back.

Yeah, I didn't take into account ebay or paypal fees. That's going to eat into the profit by what...5-6%? Oh well...I'm still glad I bought it though. Hm...another auction for the same products ending tommorrow. Maybe if that one goes for lower than the one I just got...(the one I just spoke to requires payment by check...so it's not eactly a done deal yet).

He should have followed through with the deal. He was courteous though and did not drag this on for three weeks though which believe me is a much bigger headache.
I had a kid buy a $50 item on their parents account. I told the parent no problem, we do a mutual withdrawl. I click the boxes to ebay, they send the buyer a confirmation, they check the box THEY still wish to complete the transaction. Then I never hear from them. I try to file a NPB, but ebay won't let you after you tried a mutual withdrawl. So, now any person who choses not to pay gets the NPB. Won't get stuck paying fees again for nothin.
Other comment, I like the polite note, "I am unable to complete....". What they mean to say is "I changed my mind and your stuck." I agree with file a NPB, block the seller, move on. If they do pay, you'll have to decide if you want to deal with them.
