What to do with an unconfirmed address?

Hello...

I have a buyer who has 100% feedback and bought an 800.00 item from me this weekend. He paid via Paypal, but has an unconfirmed address. I don't feel very comfortable shipping this item, because I don't think it will be covered under the sellers protection policy.

Have any of you had this problem before? If so, how did you handle it, or how should I handle it? Is it safe to ship to an unconfirmed address? Thanks for all your help.

Be sure to use insurance and delivery confirmation with signature required. That's all I can add for you, but I am sure you will get a lot more advise on here. image

If you stated that you would not accept PayPal from unconfirmed addresses, reject the payment and assert that fact.

If you did not state that, you can try to ask (nicely) if they would either get confirmed quickly or choose another form of payment (possibly throwing them a bone or two to accept it).

I would ship an $8 item to an unconfirmed address, and maybe an $80 item... but not an $800 item.

PayPal removed the restrictions that once were placed for mailing items to an unconfirmed address about a month ago. You'r covered under the new PayPal buyers protection plan, if you follow their guideline. For whatever that's worth....

If he has good feedback, good paypal feedback (it will tell you the number of verified transactions he has had), I see no signs of a hijacked account and I don't have any bad vibes, I accept the payment and ship the coin. Many buyers don't want to verify their address for privacy reasons.

If I have any concerns my next step is to get his phone number and call him. I can generally ferret out a scammer in a 30 second phone conversations.

If I still am unsure, or if I am convinced it is a scam, I tell him that I don't accept payments from unverified addresses (he doesn't need to know that sometimes I do) and that he needs to either get verified or send a different form of payment, that I am very sorry for the inconvenience, and I'm glad to wait for his check or MO to arrive.

That won't help you with paypal. Shipping to an unverified address pretty much means your on your own. I guess I should have said in my above post that I'm a big boy and I can sell w/o paypal protection when necessary. --Jerry

edit: OPA may have new info above that I wasn't familiar with.

The removal OPA is speaking of is for powersellers. Here are the basic seller protections, you can click from there on Expanded seller protections.

When I mentioned insurance, that covers you as a shipper through the post office, and delivery confirmation with signature will help you fight any chargeback should they occur, even without paypal.

Edited to change the wording to Expanded Seller Protections, that is where it says power sellers no longer have to ship to confirmed addresses I believe.

PayPal User Agreement Last Amended May 14, 2008

Note item 11.3(j) in the section concerning seller protection:

Additional qualification requirement for unauthorized payments: The address on the "Transaction Details" page that you ship to must be a Confirmed Address. This requirement does not apply to Chargebacks due to non-receipt of merchandise.

    Am I missing something?

    PayPal Link

It no longer states "confirmed address" .... Item is shipped to an eligible address. (whatever that means)

This change only applied to Power Sellers

It didn't sound like paypal to change their policy in such manner.

I emailed a buyer and asked if he wouldn't mind confirming his address through paypal. I said I'm not concerned on your part, you have very good feedback. It just would allow both of our investments to be covered by paypal. I told him where the option was listed in paypal under what category and that it only took 1 to 2 days for them to confirm it.

He had no problem doing it and said he had been meaning to do it.

I have since changed my policy to include, "buyer's purchasing through paypal must have a confirmed address through paypal."

confirmed address through paypal is billing address when using a credit card.

I always prefer my purchases to ship to my work address, as I am here to accept delivery when it arrives.

I don't want valuable items shipping to my home (billing) address, because (1) I don't want those items left at my doorstep and (2) if it needs to be signed for, I have to make a trip to my local post office, wait in line for 45 minutes, and it has to be on a Saturday because during the hours my post office is open, I'm at work.

That said, when a buyer wants a confirmed address, I usually provide it, along with an explanation as to why I'd prefer it goes to my work address-- about half the time sellers are okay with it.

Not only is the extended protection only available to Powersellers, it is NOT automatic. The seller has to enroll in the program, but has to receive an enrollment invitation before they can do that.

Why not change one credit card billing address to work? --Jerry

    Correct ...

"Expanded seller protection for eBay PowerSellers - Items sold by PowerSellers on eBay and paid for with PayPal will be covered against claims, charge backs, reversals for unauthorized payments, and merchandise not received. Transactions must meet the terms of coverage. This protection is free to PowerSellers and eliminates the need for confirmed addresses. Expanded seller protection is now available and enrollment takes only a few moments."

Write the seller through the "contact buyer" feature in eBay. I have found that communication is usually very effective.

1 - Politely explain to the buyer he needs to have his address confirmed before you are able to ship the product.
2 - If he says that is not possible or offers other various rejections, repeat step one of the process until he understands the terms or you decide to issue a refund.

DO NOT SEND A PARCEL TO AN UNCONFIRMED ADDRESS UNDER ANY CIRCUMSTANCES. YOU MIGHT AS WELL SEND $800 CASH!
    Best Regards,
