A follow up program just seems like something politicians and career civil servants would find to their liking.
A County Quarter's program would go on for decades, since I believe there are over 3,000 counties in the 50 States. Talk about having to have a big Whitman or Dansco Album if you wanted one of each County from Philly, Denver and SF (clad proof and silver proof).
