not milk but carbon?..must not affect grading?

this is an inexpensive proof (06-W ASE 20th label)

has been to PCGS for "spot review" / guarantee....twice. the first time it had milk on the mirror edges. now this coin has carbon(?) spots and i sent it back a second time. the review process only took 4 weeks this time, and the coin came back the same way it went out....same grade.

here's the coin, so I guess the black spots are okay on an ASE and do not affect grading?? it's not a 70.....never was

    it looks like a proof pure silver round to me with toning in spots.
    bound to happen. in 150 years it will be black :-)

    Ugly toning.....imho, almost the same "eye appeal" as milk spotting. I've seen same before, usually on a little older proof SAEs.
    I don't like it but I would say it doesn't affect most of the grades (would likely affect a 70 but you already stated it isn't a 70).

    I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

    thanks for the input and of course it's beyond butt ugly to me, too. the obverse is fine.

    one thing of note this happened after it had been "cleaned" or "dipped" for milk by PCGS.

    at least PCGS removed pencil(?) marks they put on a different coin that had been sent in...once b4....went in with spots came back with pencil marks.

    i have sold almost all of my slabbed ASE and acetone rinsed and vacuum sealed the raw stuff....cracked a few reverse proofs (no FS) too that were fine in slab, and figured it was only a matter of time....

    Carbon spots are natural from the Mint and should not affect the technical grade. Those aren't carbon spots from what I see. Toning (often also natural) also shouldn't be a factor but might be. Nonetheless, on a modern proof issue, the larger concern is marketability. Many buyers are more likely to pass on or discount anything that negatively distracts in eye appeal. In other words, it probably make sit worth less money unless the toning blooms well.
