What does the registry have against FHs?

Maybe I should have posted this on the registry forum, but this one gets a lot more attention. 
Apparently, the majority of SLQs in the PCGS registry have an FH bonus of 1. The quarters that are most difficult to find in FH, like the 1929-D with a ~5-10x premium in the price guide, have the maximum bonus of 2.
For Franklins, the minimum FBL bonus is 2, with not only the 1953-S receiving 5, but some of the 60's issues with premiums similar to the 29-D SLQ getting 3. Similarly, the base for FB Mercury dimes is 2, with the 45 going for the max of 5.
So if one is working on an SLQ set, or like me, doing a mint set with SLQs in it, it can be much more cost effective to buy a coin graded 1 point higher than it is to buy an FH coin. I guess this doesn't really matter for all the Titans who are building their finest known sets, but for the little guys, why is the incentive to hunt for FH coins so relatively low? Does PCGS just not think highly of the FH designation?

I don't know why the Registries have the added values the way they do ... but I do know this about Standing Lib's ... true FH coins from the type 2 and type 3 hubs, with full rivets and dates and shields are scarce for the easiest dates, difficult for the better dates and damn near impossible for some of the toughest dates.
Frankly, for the money a 95% FH coin that didn't get the designation might be the better opportunity.
