No a Railroad Rim - Partial or Tilted Collar affects the actual reeded egde of a Morgan dollar... the Finned portion on this coin projects up from Rim of the coin and is as high as the thickness of a second SAC planchet.

This coin is probably rarer than a Cheerios Sac. How often does this happen ? There are supposedly 5500 Cheerio Sackies. I'll bet we never see more than 55 broadstruck proofs.

Yes proofs are handled individually with the full white glove treatment.
You would think a mint employee would have seen this coin when putting together a proof set.

Anyhow it's all fun to read, just remember these boards almost got shut down a year or so ago and I would hate to see that happen because of a lack of self control. A little fun poking here and there is great in good taste but this is a bit much.
