Will PCGS clean/preserve coins upon request?

If so, what is the process/cost? I hear they try to remove milk spots off of ASE's when they are submitted for spot review. What do they do in that process and why isn't it considered cleaning?

No, of course not.

If it turns in the holder, they are having to pay out on the guarantee. There is no perfect solution to "remove" milk spots as I understand it.

I had sent out a batch of maybe 15 better date AU/BU Morgans--all nice, clean coins. No distracting blemishes. When I got them back, it literally looked like someone had sneezed on them, and not just little spittles of snot, I'm talkin' about big-honkin boogers. I mailed the coins back demanding they clean them up, and PCGS did so, free of charge.

I am a little disturbed that they would clean your coin without your permission.
