That is the ultimate slap in the face, but I learned the hard way. I spent an hour picking out the best seated specimen I could find that I knew would not bag. It came back an XF-45. Man I sweated hard trying to find a Seated coin that was "unmessed with" They are harder to come by then you can imagine. I am not surprised if this quarters free submissions do not create a high % in BB's. Don't take it too hard.
On a second look, perhaps the hairlines in the right obverse field caused it to bag. On average, NGC seems to be a tad more tolerant of hairlines than PCGS. It still looks like a nice coin that should be holdered. I'd probably send it back to NGC.
I've been noticing that any amount of hairlines, no matter how small, means 'bodybag' from PCGS. They will call it 'cleaned', altered surfaces' what have you. Doesn't really matter.
Personally, I think they are being much too strict when it comes to this.
