Actually, it's not an artificially frosted coin. Underneath all that crap is a bona fide deep cameo. For the life of me, though, I can't figure out what caused this. I've seen plenty of turned coins - usually milk spotting - but this is something different.
I've seen this maybe two or three times before. I guess they wish they knew what happened to it because it sure devalues the coin a lot regarless of the grading. Looks count. You would think that PCGS would stand behind their slab and either clean the coin and reslab it for nothing for pay you for the lose of money on the value loss.

Not sure what you're referring to, but there is a strike-thru on the eagle's wing. No, I don't think this one can be corrected. It may be possible to improve it a bit, but that gunk is stuck on there.
