It's an Accented Hair, it just wouldn't grade PR69 at PCGS. It's a nice coin, but it doesn't meet the PCGS standard for PR69. It has a couple hairlines in the field, and PCGS is less forgiving of hairlines than NGC.

I think it's really hard to judge from the images, I can't tell what marks are on the coin or plastic.

Normal light hairlines on a proof are impossible to see in an image. That's why it's also impossible to grade a proof from an image.

The reverse has nice contrast that is just short of cameo. It's pretty common on the Accented Hair to find brilliant obverses paired with contrasted reverses. There are also many cameo examples with reverses that display significantly stronger contrast than the obverse. Either the obverse dies were wearing more quickly, or the mint was freshening the reverse dies more frequently.

Usually would be a better word than always. I've crossed quite a few to PCGS at the same grade, including some cameos and two deep cameos.
