<< <i>Do you think it would cross at the same grade at Pcgs? >>
No, it won't. If it would, I would already have done so.

Okay, Russ, I have not been able to obtain the Kennedy book you recommended, so please educate me with this wonderful photo. What exactly makes it accented hair? Thank you in advance!
<< <i>Are you saying it's not an accent hair or are you saying it's not a 69? >>
It's an Accented Hair, it just wouldn't grade PR69 at PCGS. It's a nice coin, but it doesn't meet the PCGS standard for PR69. It has a couple hairlines in the field, and PCGS is less forgiving of hairlines than NGC.

I think it's really hard to judge from the images, I can't tell what marks are on the coin or plastic.
The reverse has nice contrast that is just short of cameo. It's pretty common on the Accented Hair to find brilliant obverses paired with contrasted reverses. There are also many cameo examples with reverses that display significantly stronger contrast than the obverse. Either the obverse dies were wearing more quickly, or the mint was freshening the reverse dies more frequently.

Normal light hairlines on a proof are impossible to see in an image. That's why it's also impossible to grade a proof from an image.

I am very interested in getting one.
<< <i>In these types of coins, NGC always tends to grade 1 grade higher than PCGS. >>
Usually would be a better word than always. I've crossed quite a few to PCGS at the same grade, including some cameos and two deep cameos.
