Ebay question, comments appreciated
Folks-
I have less than 50 ebay transactions, mostly coins, about equal numbers as buyer and seller. I have a 100% positive rating, which I work hard to keep.
I recently made a non-coin purchase from a "Powerseller" with 700+ transactions and a 98+% positive rating. I purchased the item w/a BIN and paid immediately with PayPal.
Five days later I received an email stating that they accidently listed more of the items than they had, that they were sorry for this and that I would receive a refund. Three days later I emailed them asking for the refund and requesting a positive feedback as I paid immediately and in full, thus meeting my buyer obligations fully.
Three more days have gone by with no response whatsoever from the seller and no refund. I have opened a dispute with PayPal.
My qustion is would you leave them a well deserved negative feedback? If they had issued a prompt refund I would have left a neutral feedback noting that the item was not shipped but they promplty refunded my money.
Having no refund nor any communication certainly warrants a neg. Of course, the (I believe) flawed ebay feedback system will allow them to leave a retaliatory negative feedback, and I have less than 50 feedbacks.
They ebay feedback system is very frustrating in that this latter possibility actually discourages one from leaving honest, well deserved negative feedback.

You're correct that if you leave a negative first, they will retaliate and leave you a negative.
You definitely don't want this, especially since you have a relatively low feedback score (albeit a perfect one!).
Perhaps in the end, there will be no feedback given either way. Sometimes this happens, and is a choice I would rather have than exchanging negative ones.

True, and if that's all it were I would give the seller a pass. But, he should have immediately refunded this buyer's money, or immediately responded to this buyer's followup eMail inquiring about the promised refund. The fact that the seller is ignoring the situation is what earns the neg.

then try to get the Positive feedback.. THEN neg this putz.
It has nothing to do with unit volume. Someone could sell 10,000 items for $0.01 each and not be considered a powerseller, whereas someone can sell a couple of platinum 1oz coins each month, for a few months, and get powerseller.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
Of course this "less than 99% is bad" fact, combined with the numerous sellers who note that they won't sell to a buyer with any negs. points to the huge disincentive for me to neg. this putz unless I can extract my well deserved positive per BobaFett72's post above. One neg would put my postive feedback percentage at 97% despite having a 100% prior to this and executing my buyer obligations fully and promptly in this transaction. The feedback system really is flawed. Certainly Ebay must know this. Why have they not made any attempt to fix it?

I agree with the above comment. But this seller is obviously not improving his customer relations with such shoddy actions (or lack thereof)..
Plug in the User ID of member and the Auction Number, then in about 10 seconds you'll have the S.O.B.'s phone Number.
Give him a call, 9/10 times you will be suprised how quick it get's resolved.
In the 2 minutes it took them to create an email to you informing you that you would be receiving a future refund, they could have just as easily logged into their PayPal account, done a full refund, and in the notes section of the refund they could have put the same damned explanation they emailed to you.
Upon receipt of refund, neg the pr*ck.

For the record, that's not true. As long as the auction listing can be accessed, feedback can be left. The timeframe is not set in concrete at 90 days.
