Oh, if I was feeling pissy, I would also report to ebay and say " not as pictured" or whatever....if they stated in email to you it is NGC and they put PCGS in their title, they are wrong.
Judging from the sellers 5.0 rating for item as described over more than 60 transactions, I say it's an honest mistake from re-using the same listing as another coin.

Hmm, he just emailed offering a deal, ...but he still didn't say I was getting the coin pictured, just that it'd be a PCGS coin. ...I presume it'll be the same denomination too? Let me think about it...
For this type of coin, there is a BIG difference in value between an NGC coin and a PCGS coin. The PCGS coin is worth a LOT more! If the seller tells you it's an NGC coin when he advertises a PCGS coin in the title, text and picture, he should be reported to eBay as running a deceptive auction.

Ask the seller to provide you with the certification number of the coin that he/she intends to send to you. That number should indicate to you immediately which TPG holder the coin is in. And give you proof to forward to eBay if it is a deceptive listing.
