I've had issues with paypal. They are worse than the Mafia when you deal with them. They will freeze your account until you refund payments to the buyer. I have found a cool feature with USPS Registered Mail. You can add "Restricted Delivery" if you wish. Restricted delivery means that only the person whose name is on the package can receive it. That way, no neighbor, relative, ect can sign for it. I use Restricted Delivery with Registered Mail, especially to an uncomfirmed address. From what I've been reading here, I will add Signature Confirmation.
From the horror stories I've been reading, you guys should make it more strict. I love Restricted Delivery........lol. It's a real pain in the ass for the person receiving the package. No one else can sign for it, and if they miss it, then they have to go to the post office and show ID. What I didn't realize is that even with Registered Mail I still need Signature Confirmation. I guess shipping from now on will be $2.00 dollars more.
Right after Paypal told me that I had to pay for non-delivery, I got an email from the buyer that the box showed up, but was damaged and empty with a "we are sorry" note from the USPS.
The USPS delivery confirmation showed the package as delivered, so I emailed paypal to re-open the case.
Long story short, Paypal ended up giving me my money back! The buyer got his money back too, so paypal ended up eating this. Having the delivery confirmation number made all of the difference. You get DC automatically when you use paypal shipping...

The post office folks are SUPPOSED to ask for ID BEFORE they release the registered mail. Paying extra for restricted delivery is silly redundant for registered mail which by its nature is restricted delivery anyway. Do you think that they are going to compromise the security of RM by letting just any old yahoo sign for it in the end?

It is my understanding that any member of the family may sign for Registered Mail. With Restricted Delivery only the addressee may sign, unless he designates, in writing, an authorized agent. Mike
