Lack of a Blakesly Effect does not necessarily indicate a fake. If the coin is struck on type 1 (no upset rim) clipped blank, no Blakesly effect will be present. A better indication of a genuine clip is the metal flow around the clip and the "cut & sheer" effect on the edge within the clip.
With that being said, it does look fake.
Also, just to nitpick, that is not an "elliptial" clip, it is just a very large curved clip, sometimes referred to as a "crescent clip" (think moon phases).

I think this is real. The clip is pre-strike thus the funky edge.
