  I am about as far as you can get from an error expert (but I am trying to learn), but looks fake to me. The design seems too strong all the way to the clip.

  Lack of a Blakesly Effect does not necessarily indicate a fake. If the coin is struck on type 1 (no upset rim) clipped blank, no Blakesly effect will be present. A better indication of a genuine clip is the metal flow around the clip and the "cut & sheer" effect on the edge within the clip.
  
  With that being said, it does look fake.

  That's a pretty funky outline for a curved clip. From your pics it's impossible to see any metal flow from the letters. A closer zoom of the lettering?

  My first impression when I saw that auction was the clip is real. It should not be a perfect arc, the pressure of the strike will cause a large clip like that to go "out of round" as the metal flows between the dies. Looking at it closer now, the area at the front of the jacket looks curious, as that is one of the deepest parts of the die I wouldn't necessarily expect to see that much metal flow into the clip right there. The rim at either end of the clip looks right, though, it has a slight "hook" which is distinctive and hard to fake. If I could see the edge inside the clip I could be more sure, but right now I'll go out on a limb and say it's a legitimate error.
  
  Also, just to nitpick, that is not an "elliptial" clip, it is just a very large curved clip, sometimes referred to as a "crescent clip" (think moon phases).
