The point is the same coin in a 69 has little or no chance of appreciating in value as much as a 70 of which there is only one known.

I can pretty much guarantee that if this was sent in to PCGS again, it would drop to a 69. The grader was probably just having a good day. I don't think one grader's opinion should be worth 15 grand+++

For a coin to be graded a 70, a minimum of 3 graders must look at then coin and agree on the grade.

The 1976(s) Ty 1 Ike is a "3 weight" coin - the only 3 weight coin in the series and deservingly so IMHO. Compare the pop 2 1971(s) Silver Ike with a 1 weight, which fetched around $16,240 when it sold on Teletrade (I am also informed it traded hands once again after that auction). The 1976(s) Ty 1 is worth 3x as many points as that 1971(s) for example and from what I can see whomever controls the 1976(s) Ty 1 PR70DC has a fairly easy time controlling the #1 slot in Proof Ikes (possibly for a long time to come absent another 76(s) Ty 1 PR70DC getting slabbed). There is a benefit to having the #1 set in nearly all coin series and my comment addresses that point. For those who could care less about Registry, of course the weights are meaningless.
I believe this ($20,160) may be the highest price an Ike dollar has ever sold for (excluding the unique 1976 NO S pattern Ike dollar in my personal modern rarities collection).

Wouldn't this be a risky investment? because there are still millions of these coins in government proof sets in the publics hands that have not been checked yet. There are probably at least a thousand potential PF70s out there.

That statement will hold true - until there are two known and believe me, that will probably happen.
I'd stick with a 69 too, probably not much upside, but far less downside.
