I think it's hard to tell from the scan, but Refractors usually have a curve to them like many "Chrome" cards. They don't lay totally flat if you lay them on a table. This could be why there appears to be space in the holder. As for the centering, I think that card could still easily get a PSA 9. Good purchase on the buyers part.

That centering sucks. The top corners look touched and the bottom corners can't be seen. Wow.
