Roosie dime error?

I've looked at this coin and the only way that I can think that the problem
between about 7 to 11 o'clock was the dimes were stacked and then had
weight press down on the stack and the dime above this one was a bit off-center.
What do you think?

This strike leaves reeding on the outer side of the steel die.
When a coin is struck, it may pick up some of this reeding on the die and this is exactly what you have pictured here.

The obverse die was slightly mis-aligned,
and on the downstroke, came in contact
with the reeded collar, receiving some of
the reeding design on the top part of the
edge of the die.
Subsequent coins struck from this die will
exhibit the "Collar Clash" marks.........
